Confirm the meeting and participation arrangements
Under IDEA regulations, public agencies must take steps to give parents an opportunity to participate in IEP team meetings. Ask about the purpose, attendees, time, and format. Raise language or communication needs in advance. If you cannot attend as proposed, respond promptly about alternatives instead of assuming the meeting will automatically be postponed without further communication.
Bring observations that show a pattern
Collect relevant evaluations, progress reports, work samples, and the current plan if one exists. Describe what your child can do, where difficulties occur, and what support appears helpful. A few dated examples can make a concern easier to discuss than a general statement that nothing is working. Include strengths and interests as well as problems or unmet needs.

Connect goals with measurable progress
An IEP includes present levels, measurable annual goals, and information about measuring and reporting progress. Ask how a proposed goal relates to the identified need and what evidence will show improvement. If wording is unclear, request an explanation in ordinary language. A goal should be understandable enough that you can later discuss whether the planned support is helping.
Clarify what the services mean in practice
Discuss the services, supports, and relevant details such as frequency, location, and duration recorded in the plan. Ask who can answer implementation questions and how you will receive progress information. Distinguish a suggestion raised during the meeting from something actually included in the written IEP. Eligibility and appropriate services depend on the child’s circumstances, not on a generic checklist alone.
Review the written outcome
Obtain the plan and keep a factual note of questions that remain unresolved. Ask about any form before signing it, including whether it records attendance or consent to a particular action. Request the applicable procedural safeguards if you need to understand disagreement options. State processes and deadlines matter, so get timely guidance when a significant concern cannot be resolved through discussion.
